Principal Highways & Transport Consultant
Howard is a highly experienced Transport & Highways specialist, providing transport statements and highways assessments.
As a Fellow of the Institute of Highways Engineers. (FIHE), Howard brings with him a number of years of specialist experience and has dealt with a wide range of residential, commercial and other types of developments working within both the private and public sector.
Prior to returning to Norfolk, Howard worked in highways and civil engineering related roles in Hertford, London and on projects across the South East Region. This included working for a Hertford based developer in their Land Buying Department then for Halcrow Group’s London office in their Land Development team. He completed his business masters degree, and had his own small consultancy in London working both directly for his own developer clients and as a sub consultant for larger practises.
His first hand experience of working in local authority, provides us with a further understanding of internal procedures and dialogues between statutory authorities and consultees’ in relation to highways matters, This also enables Howard to work professionally with the local highway authorities to achieve clear and precise objectives which aim to increase the likelihood of securing highways approvals.
Life outside of Parker Planning Services.
Howard enjoys the distraction of his son as much as possible. As an active community member in his home village, he is part of the local festival team, and a committee member at the local sports and social club. He is also in the process of restoring a 1970’s American Muscle Care and reluctantly concedes that this particular project has no fixed deadline. When time permits, Howard enjoys trips to the odd football match, music festivals and events, a nice beer in a village pub and playing pool for the local pool team.
