Public Consultation for the Outline Proposal of up to 150 dwellings at Phase 2 – Towerlands, Panfield, Braintree 

On behalf of Unex Group, Parker Planning Services are writing to inform the nearby residents and interested stakeholders, and to provide an early opportunity for people to comment on the emerging proposal for an outline planning application of up to 150 dwellings on land known as Towerlands, at Panfield Road, Braintree. 

This consultation webpage has been prepared to capture the details of a physical leaflet circulated to nearby residents/stakeholders. 

About Unex Group 

The Unex Group of companies are real estate investors and developers. They have a portfolio of property of varying types, including projects they have developed themselves and investments they have acquired.  Having successfully obtained planning consent for Towerlands Phase 1, they are progressing on to Towerlands Phase 2, which will be developed out to the same high standards as Phase 1.  They are keen to ensure that Phase 2 offers high quality housing which we consider is much needed in the area, together with public open space for future occupiers to benefit from.

The Site 

Towerlands Park will be a new landscape led neighbourhood for Braintree, set on the rural edge of the town. High quality housing will create a new neighbourhood within a green infrastructure corridor, which includes the retention and enhancement of the existing mature trees and hedgerows within it.

The Proposal 

Provision for the new community includes a new early year’s nursery overlooking the village green, local shops, and a series of play areas, parkland, meadow and community orchard spaces linked by a circular footway/cycleway.

The new neighbourhood will be well connected to existing areas of Braintree through the retained Public Right of Way, footpaths and cycle paths.

The scheme proposed for the outline planning application comprises:
• Up to 150 homes (Use Class C3) including a good mix of affordable and market housing;
• Green infrastructure, open space, and enhanced planting around the perimeter of the site;
• An enhancement to the network of cycle and pedestrian routes, including a circular footway / cycleway;
• Connection to the existing public right of way; and
• Provision of Sustainable Drainage Systems and other associated infrastructure.

The proposal is a second phase of development which connects to the approved and allocated Towerlands Park site which is allocated for up to 600 homes and other key local community facilities.

The deadline to submit your comments is 5pm on Tuesday 6th June 2023.

A further opportunity to support comments will be available once the proposal has been submitted to the District Council. This period of statutory consultation will be held for 21 days, and comments during this time will be made directly to Braintree District Council via their planning portal.
