Public Consultation for the proposal of 25 high quality homes at Land at Rectory Road (Phase 2), Coltishall, NR12 7HR

On behalf of Crocus Homes, Parker Planning Services have prepared this bespoke webpage to capture the details of a leaflet which has been circulated to inform the nearby residents and interested stakeholders on the approved Phase 1 development, and to consult and provide an early opportunity for people to comment on emerging proposals for the development of 25 high quality homes on land on the eastern side of Rectory Road, and to the north-east of the settlement of Coltishall.

The Site

The site subject of this application is an allocation within the context of the emerging Greater Norwich Local Plan (GNLP), reference GNLP2019. This proposal comes after phase 1 of this development (reference 20201627). The site is in close proximity and is well related to existing services of Coltishall, allowing for good pedestrian links to these facilities.

What did the Phase 1 approval include?

The Phase 1 application approved under application reference 20201627 included the following:

  • The erection of 30 dwellings including 10 affordable homes (6 affordable rented, 4 shared equity)
  • A mix of 1-bed, 2-bed, 3-bed, 4-bed houses and bungalows
  • The provision of a biodiversity enhancement buffer zone along the northern boundary of the site
  • The provision of a series of off-site highways improvement including:

             – Footway widening along Rectory Road for connectivity to services and facilities

             – Road widening on Rectory Road

             – Vehicle speed mitigation measures at North Walsham / Ling Way /

                The Hill junction including a pedestrian refuge island

             – Change to speed limit on Rectory Road and Westbourne Road down to 20mph

             – The provision of a pedestrian link to the Bure Valley Railway

  • The provision of a scheme for biodiversity enhancements
  • Provision of 10% renewable and low-carbon energy supply
  • Financial contributions secured via the S106 agreement for:

             – Education

             – Library

             – Green Infrastructure

             – Pedestrian footpath link to Bure Valley Railway footpath

  • Community Infrastructure Levy (CIL) contributions that can be re-invested in the Local Community by Broadland Council

The Proposal for Phase 2

This page provides the most recent site layout proposal, along with a selection of house designs.

The scheme will deliver a high quality design of 25 homes of mixed property styles and types that respects the local distinctiveness and character of the area. The current design of the proposal includes an allocation of 8 affordable dwellings with a split of 3 shared equity and 5 affordable rental homes.

The range of house types on this development comprises a mix of detached and semi-detached properties with integral and detached garages. All plots on site will benefit from generous garden spaces and ample parking provision.

Opportunities have been sought to incorporate enhanced soft landscaping features across the development along with the continuation of the biodiversity buffer zone along the northern boundary of the site.

Crocus Homes are proactively looking at a sustainable urban drainage scheme, designed by specialists to deal with the surface water for the site.

Questions and Answers 

Will the track adjoining the Southern Boundary of the site be affected? 

The track is outside of the extent of the application site. The development doesn’t affect or impact any of these proposals, as such, it will be sought to ensure that this track remains unaffected by the development.

Why is there no dedicated Open Space Provision on Phase 2? 

Whilst the current draft layout does not provide for dedicated Public Open Space provision on Phase 2, there is an area of open space that has been approved and is located centrally within Phase 1 of the development.  

Whilst there is a reduced level of Open Space provision on site, this was a point of discussion with the Council during the application for Phase 1 of the development.  

Given the level of provision for open space and play space already in Coltishall, it is considered that it would be more beneficial to the community for additional funding to be secured via the S106 for the development to allows the enhancement of existing facilities. 

How will parking be accommodated on site? 

The current iteration of the layout for Phase 2 allows for the provision of 7 visitor parking spaces. This is in addition to the parking provision for each residential unit complying with Norfolk County Council Parking Standards. 

The scheme has been designed to optimise the ability of the site to accommodate the associated with the proposed development and keep on-street parking to an absolute minimum.  

Can the surrounding road network accommodate the development? 

We are aware that there are some concerns from local residents and the Parish Council regarding the road network in and around Coltishall and whether it is capable of facilitating new development. 

As part of the Phase 1 development, a number of off-site highways improvements have been secured that will result in upgrades and enhancements to the surrounding road network and provide much wider benefits than solely accommodating the proposed residential development. The proposed Off-Site Highways works include the following: 

  • Footway widening along Rectory Road for connectivity to services and facilities 
  • Road widening on Rectory Road 
  • Vehicle speed mitigation measures at North Walsham / Ling Way / The Hill junction including a pedestrian refuge island 
  • Change to speed limit on Rectory Road and Westbourne Road down to 20mph 
  • Pedestrian footpath link to Bure Valley Railway footpath 

It is considered that the extent of the proposed works to the surrounding highway network will result in significant improvements to the road network that will accommodate the additional traffic movements associated with the development and provide wider benefits for highway safety in Coltishall generally.
